Question / Help Can't run games at unlimited frame rates

Over the last few weeks I've been noticing games like Overwatch and LawBreakers aren't being captured well in the sense I can't run the games at THEIR max highest frame rate, and when I try too. OBS frame rate which is set to 48FPS dips into the 30s and lower. I don't understand why and for some reason my CPU usage between the game and OBS is always at 100% and I don't have a weak system at all! I don't understand what is going on and it didn't use to do this either. My Nvidia driver is updated to date but I still don't understand why it's frame dropping.

But that doesn't explain why on both hardware and software encoding my frames are dipping, and why my CPU usage is so maxed out.
