Can't run at 1080p no matter what i do?

hey guys, no matter what i try, i cant seem to get OBS to stream at 1080p no matter what settings i try. ive tried the base encoder, ive tried AMDs. ive tried downscaling and using a filter at 1664x936, changed ingest servers, changed the advanced settings around, and cant get anything to work. here is my latest log file from a quick stream i did just now trying the AMD encoder. below are also pictures of other various settings i have tried, and i can get log files for those if needed. but this is really irritating. I have a Ryzen 7 5800XT cpu, and a 9060XT 16GB gpu, so my hardware should be able to handle it.

1. In many cases, wireless connections can cause issues because of their unstable nature. Streaming really requires a stable connection. Often wireless connections are fine, but if you have problems, the first troubleshooting step would be to switch to wired. We highly recommend streaming on wired connections.
2. Set your Output (Scaled) Resolution to 1920x1080
3. You are using twitch's Enhanced Broadcasting/Multitrack Video where they pick the resolutions, bitrate and encoder settings based on your resources (see #1). You're not getting 1080p with their automatic settings. Try limiting it to 2 Video Tracks. If that doesn't fix it, disable Enhanced Broadcasting/Multitrack Video.
