Question / Help Can't record games since latest update (?)

OBS Studio version: 21.1.10
CPU: i5 2500
RAM: 10Gb
GPU: AMD R9 290x 4Gb
Driver version: 18.3.3

Recording settings pre-update: .mp4, CBR, AMF, 15000, 1920x1080, 60fps. Big file sizes but everything fine and editable later for results like this or this.
Recording settings now: .mp4, CBR, AMF, 12000, 1280x720 Lanczos, 60fps. Frame drops at short records and almost all frame loss on encoding on long records (about 20-30 minutes). No ingame performance loss at all. Also, recording just desktop and non-GPU stuff seems normal, could this be related to high GPU usage in game? But, everything was fine in January, same games, same hardware. I can't show results, it's just like fast and gradual frames loss in a few seconds, then still frame with background sound working fine.

What has changed since January: Windows 10 updates, GPU driver version, OBS version.
I can't use my previous 17.6.1 drivers with current OBS, it claims that there is no AMF encoder found and recommend to update GPU driver.

Log attached, there was few attempts:
0. CPU record, just in case. Results like in 2.
1. Tested hotkey, no loss in 961 frames
2. Long record, in resulted video file only first few seconds are okay, everything else is just still frame with sound.
3. Short record with game still on but capturing screen/desktop and closing game. A little loss here but resulted 18 seconds video looks fine.
4. Desktop recording, no GPU load, no loss at all.
