Question / Help Cant pass 2000 bitrate without buffering. :/

Hey guys

I have been streaming for over a year now and i can't pass 2000 bitrate without people saying its buffering.
I have tried default settings in obs, i have tried "advanced" setting changes.
My friends are running at 3000 and 3500 without any problems, i would be more then happy if i could just run it at 2500.
(either of us is partnered or have quality settings adjustment on twitch)

I can watch my own stream on twitch, without any buffering, but it seems like alot of people are experience buffering eventhough they can go and watch other streamers who run 3000-3500 bitrate.

Streamsettings:
Provider: Twitch
Country: Streaming From Denmark (EU)
Server: Tried Sweden, london and the netherlands.
Video: 720p downscaled from 1080p
Fps: 30
Filter: Bicubic sharper
Processor priority: Above Normal
x264 CPU preset: VeryFast

The only thing i have changed is processor to above normal. But it was buffering before i did that.

My computer specs:
- i7 4790k
- Geforce 770
- Kingston HyperX DDR3-1600 16 GB
- Motherboard ASUS Z97-PRO GAMER
I have 25 upload and 60 down.

I have testet my processor and its running at 60% usages at the highest peaks.
(when im running everything)


OBS:

I have tried both the old OBS and the Multiplatform OBS.

Difference between you and the streamers running at 3000-3500: they're partnered and you're not.

No im saying they are not partnered the onces im talking about :). It is unpartnered streamers i know, who can run at 3000+

It's all to do with twitch viewer routing. Nothing you can control directly.
