Can't open OBS version 30.2

When I click on OBS, the program doesn't respond.
After a while, if I click again, it shows that the last time it closed due to an error and asks if I want to start in safe mode.
Selecting safe mode allows it to start, but this way I can't use plugins.
However, I can use version 30.0.0.
How can I solve this problem?
