Can't open OBS, AMD crashes Timeout Error

When I try to open OBS my monitors turn black for a few seconds and come back on and start spazzing out then I get and AMD timeout error popup, OBS doesn't open.

I've been using OBS for years and this has never happened, last time I updated my amd drivers was over a month ago, but I've been using OBS everyday with no problems
