In OBS Studio's "Advanced Settings," I have my monitoring device set to one dedicated entirely to monitoring. In the UI's "Mixer" screen, I can set every audio source's output mode to "Monitor Only" or "Monitor and Output" at will, which works as expected (the monitor signal goes to the device specified in Advanced Settings) EXCEPT for 'Audio Output Capture' sources.
The drop-down boxes for Audio Output Capture sources' monitoring options work fine, but monitoring settings are ignored -- and, when the Mixer dialog is closed and reopened, they always (truthfully) report 'Monitor Off,' no matter what you'd tried to set them to.
This makes it impossible to monitor the output capture of one audio output on another device: an understandable need for serious engineering, even if there should be some fail-safe for trying to monitor a device's output on the same device.
