Can't keep 3 video capture devices working at the same time

I can create 2 video capture sources and they work just fine. I add a 3rd and they alternate getting disabled somewhere and I can't figure out how to get them back on.

This is the file after I shut down my computer and restarted. One camera started working again and a different one disappeared.
