Can't get rid of pixelization

I know this has come up a million times before, but I can't get rid of a box of pixelizatioin for my stream. I've changed bit rates and change the cameras from 1080 to 720 and OBS from 1080p to 720. I'm at a loss,here is my set up and my settings.

Cameras - GoPro Hero 7 Black
Audio Input - PreSonus Audiobox USB96
Video Mixer - Roland Multi-Format Video Mixer V-02HD
Video Grabber - Pengo 4K HDMI Grabber
Computer - Dell Inspiron 17-7791, Intel i7 10th Gen, 16GB RAM
Internet - Wired to wireless router. Spectrum business internet 200MB Down and about 11MB up

The cameras are HDMI out to the Roland V-02HD which then goes HDMI out to the Pengo which then goes to the laptop via USB. I've tried the cameras at 1080o and 720

Here are my settings in OBS:
Output:
Output Mode - Simple
Video Bitrate - currently 8,000kbps
Encoder - Hardware (I've tried switcing to software)
Audio Bitrate - 128
Enable Advanced Encoder Setting - Checked
Encoder Preset - Balanced

Video:
Base Resolution - 1920x1080 - I've tried 1280x720
Output Resolution - 1920x1080 - I've tried 1280x720
Downscale Filter - Balanced
Common FPS Values - 60

Advanced:
Process Priority - Normal
Video - Render - Direct3D 11
- Color Format - NV12
- Color Space - 601
- Color Range - Partial

What am I missing?

Is it just the GoPro or the entire stream? Do you have an example?
