Can't Get color-monitor To Work

OBS v 28.1.2, 64 bit, Windows 10

I have tried installing both color-monitor 0.4.3 and color-monitor 0.1.7. I used the Windows installer to install 0.1.7.

A YouTube video suggests launching the waveform monitor using Tools->New Scope Dock

There is no New Scope Dock in the Tools menu.

What am I doing wrong?
