Can't find effect filter for webcam

Hi there- I want to make the square webcam shape into a circle. I found an article how to do it, but when I click on the + button in the filter section for my webcam, it looks like I only get audio (compressor, expander, etc). Does anyone know how to add it? Thanks!

Your log shows Audio Output Capture and Display Capture as source. Add your webcam to the scene using the Video Capture Device source.

Look closer. For video capture devices, there are 2 filter lists in the filter properties. The top list is for audio, the bottom list is for video.
