Question / Help Cant Find Best Stream Settings.

Hello. Im trying to find the best settings but i cant. I dont have good quality.
Im Streaming in Youtube.
My upload is 5MB.
My setup is this:

Prossecor: AMD Ryzen 7 2700x
Motherboard: Gigabyte Aorus X470 Ultra Gaming
Ram: G.Skill Ripjaws 16GB DDR4 3200MHZ
Graphic Card: Gigabyte RX580 8GB
Storage A: Samsung SSD 860EVO 250GB
Storage B: Toshiba L300 HQ 2TB
Monitor: AOC AG241QX

Ι was streaming with x264 and medium preset but stream is not ok. Its pixelated.
Before 1 month i tested rx 580 but i didnt have better quality.

Can anyone tell me suggestions for stream with gpu and cpu?
i want to have 720/60fps. but if i can stream 1080/30fps with better quality tell me.

Do you believe that if i will stream with a dedicated pc it will be better?
I tested yesterday to stream with a laptop with i7 3630qm and 8gb ram and Nvidia GeForce GT640M
with connection from NDI but i didnt have good quality.

i will upload a log. I dint thought that you want it. But i know that i have poor bitrate. so im trying to find the best settings for this uplooad. i tested it up to 4500 and i didnt have ping spikes in game.

I don't think you'll get pixellation-free high motion content @4500 in either 720p60 or 1080p30, even on the medium preset. 720p30 is more realistic.

i found that with gpu is better to stream . but yesterday when i was streaming with gpu i got overload message.
then i streamed with x264 and my quality was reaaaallly good. i dont know why. and before 2-3 days when i was streaming with x264 it was very bad!!!

todayi will upload log files.
but i cant understand if my quality will be much better if i stream with a dedicated pc.
do you believe that with the same bitrate (3500 - 4000) a dedicated stream pc will give me better quality?
a pc like this for example?
HP COMPAQ 8300 TOWER (I5-3470 3.4 GHZ/8GB/250GB/GTX1050 2GB/DVD/WIN 10)
with NVIDIA GeForce GTX 1050 με 2 GB GDDR5 RAM ?

You would arguably get less quality with a machine like the one you listed, since the ryzen CPU can push better quality settings than an i5. Even for a single system stream.
