Question / Help Cant find best settings.

Hey all,

Recently i started streaming on Twitch. I own a dual pc setup. My internet allows a 20 ish MB upload. The games i play variate from games like League, Overwatch, Battlerite, Hunt Showdown, Pubg. It doesnt matter what settings i use in OBS my stream quality seems choppy. I stream on 720p 60 fps alltho i play on 1920 x 1080. I connected my game pc to my stream pc via the Avermedia capturecard. A HDMI cable goes from my 1070 to the capturecard and the capturecard is connected to stream pc via usb.
My gaming monitor connected to my game pc is connect by Display port on my 1070. I own a acer predator xb241h gsync 144 hz monitor 1920x1080. My second monitor (connected to stream pc), is my old tv 60 hz on a 1280x720 resolution connected by VGA. I installed the drivers on my stream pc for my capture card but not the actual software. I use OBS on 64 bit. All my other drivers like GPU, MOBO etc etc are up to date on both pc's. Also my colourisations of the game dont seems right on stream while in dark envirements. And i seem to experience a slight reduce in performance in games on my game pc while stream pc is connected and actively streaming (which is wierd cause a dual pc setup should not affect load on game pc right?) maybe something to do with the HMDI and Display Port connections at the same time?
Most ingame settings are maxed out or close to it. Average FPS between 80 to 144 depending on game.

So far i tried: x 264
4000 - 6000 bitrate on medium = choppy due CPU load
4000 - 6000 bitrate on fast = less choppy but seems pixilated when moving fast in game
4000 - 6000 bitrate on faster = smooth movement but heavily pixilated

2000 - 4000 on medium = still choppy due CPU load and pixilated
2000 - 4000 on fast = smooth movement, really pixilated
2000 - 4000 on faster = smooth movement, even more pixilated

Game pc:
i7 4790k (4.0 Mhz) stock (stays around 70 degrees on full load)
gtx 1070 8GB Vram (1911 Mhz) stock
16GB ddr3 1600 mhz
SSD 250GB
Windows 10
650 watt antec signature PSU

Stream pc:
i5 4460 (3.2 mhz) stock (stays around 65 degrees)
8GB ddr3 1600 Mhz
HDD 1000GB
Avermedia Capturecard lite LGP 310
Windows 7
450 watt be quiete PSU

Help me pls :(
