Bug Report Can't change Target Bitrate in Advanced Recording

Settings>Output>Advanced>Recording>Target Bitrate

I am unable to change the value for Target Bitrate from 10000 as that's what I previously had it set on.

Is there some way to change it to default for just the recording tab?
