Cannot turn off Mic Monitor in headphones

In Windows 11, I can hear the desktop audio and the mic in a live test stream on another device. I can also hear the desktop audio and Mic in the headphones. I cannot turn off the mic in the headphones by selecting monitor off in the advanced properties in OBS. No matter what I select in OBS, I still hear my voice in the headphones and the delay makes it nearly impossible to ignore. Any advice?

Forgot to add that the headphones are plugged into the laptop, so it may be a windows setting, but cannot find a way to turn off the mic monitor in Windows.

The desktop audio is going through an audio virtual cable. When I unselect "listen to this device" in the microphone properties in windows, it kills the mic on the stream.
