Question / Help Cannot Stream on OBS Studio or Slobs anymore

i have been streaming on youtube for over a year now but for the last 2 weeks i am unable to stream at all. Before i could easily stream on 6000 bitrate as i ahve 16mbps both up and down. But now i cant even stream on 2000 bitrate, there is constant packet loss. The status is never red at all. i tried messing with obs settings, windows firewall, changing my router ethernet cable, installed malwarebytes just to check for any malwares, even reset my pc but no use. Any suggestions?

Sometimes this helps
Settings --> Advanced --> Network
Uncheck Enable new networking code
Uncheck Low latency mode
