Question / Help Cannot start recording in 0.16.4 using AMD AMF plugin

I updated to the new version of OBS and subsequently the newest version of the Xaymar's awesome plugin. Everything worked just fine under the previous version(s) (OBS 0.16.4 and AMF plugin 1.3.3.1), however, I have come to recording this morning and when I click the 'Start Recording' button, nothing happens.

I have tried completely uninstalling OBS including my user settings and installing fresh but am having no success.

See log - https://gist.github.com/c29440f532d545529f6e11befe8f50f5

This is something I've never seen before and am guessing is the issue...

16:59:50.193: [AMF Encoder] <Plugin::AMD::VCEEncoder::SetTargetBitrate> Setting to 0 bits failed with error AMF_OUT_OF_RANGE (code 5).
16:59:50.193: [AMF Encoder] Exception: <Plugin::AMD::VCEEncoder::SetTargetBitrate> Setting to 0 bits failed with error AMF_OUT_OF_RANGE (code 5).

However, I have no idea how to interpret this. I am using the standard presets that come with the plugin and haven't tampered with any of the other settings in there. I'm using the same preset (Indistinguishable) that I used with success on the previous versions along with the same resolution, fps, etc.

I seem to be able to start a stream with success using the plugin. However, something I'll note about that is that the bit rate fluctuates loads as if it was on a VBR(?) with this version still using the same YouTube preset that I used in the previous version that did not fluctuate like crazy either. Not sure if this and the above mentioned issue is a bug?

My system meets all the prerequisites for the plugin (like I say, it worked fine with the previous versions), and I have updated the the latest driver for my graphics card (16.11.2). I am also running a resolution/frame rate within the constraints of my tier 1 card.

Thanks for any responses in advance.

CQP is broken on some cards, this bug didn't happen during testing but it will be fixed by an update.

Thank you for your responses, very helpful. I've just downloaded the latest update and recording seems to be working as expected now. I've not had chance to stream as yet though.

Many thanks @Xaymar for the speedy update!
