There's no streaming or recording attempt in this log, so no record of the error message you are receiving.
Also, Windows is out of date, and this build has performance issues with OBS. Run Windows Update.

To upload a log, open OBS, start a recording or streaming session, observe your issue, stop the session, and then upload the log. If the session fails to start, make sure you upload the CURRENT log AFTER making an attempt and BEFORE closing OBS.
