Question / Help Cannot import full video into Premiere after exporting video from OBS

The entire video was recorded. About 19 minutes.
I import it into Premiere, 9 minutes. Re-encode it to another codec. Still, 9 minutes.

I play the video, it plays past that 9 minute mark, but ONLY if I let it run. If I move the cursor on my video player past that point, it cycles back to it and starts there.

My obs version is 0.16.2, and below is how the video was encoded. What am I missing here? Why does it seemingly randomly stop at that one point?
