can we use AMD HEVC Parameters to get the best recording of out of AMD HEVC?

hello,
while everyone is talking about AVC parameters (probably to improve streaming),
while also saying "but HEVC is the better option for recording",
while not talking about parameter options about HEVC to improve its recording quality,
i just want to squeeze the highest quality i possibly can out of AMD HEVC!.

and i found the above document which suggests that it does have its own parameters to be used.

so,
1. can we use HEVC parameters in OBS? [by typing in the bar under the Encoder Settings]
2. if not will these be added to OBS anytime soon?
3. if not, is there any other softwares that i can use HEVC to its highest potential when recording?
