Can this machine run OBS? Xeon E5 1620 v3

Im using OBS to teach online class, in two mode:
Logitech Streamcam -> OBS -> Google Meet or Zoom, audio is directly fed from source (Virtual camera)
Logitech Streamcam -> OBS -> Youtube (Streaming)


Using my favorite ancient T520, this setup (expectedly) hammered the output causing terrible lag. But it runs fine when my webcam directly wired to google meet.

Recently someone offered to sell me a used Dell workstation for ridiculously cheap, with spec like this:
Xeon E5-1620 v3
32Gb DDR3 ECC RAM
AMD Radeon Pro W4100

My target quality is 720p 30fps

How far I can go with this setup?
 
must work try it the system is over 10 years old but 720p with not complicatet scenes i see no problem but extra buy this old system uff !
