Can record audio, but no video

I'm using a cheap USB dongle from Amazon to connect my VCR to the port on my PC. Audio is getting recorded but I can't seem to make the video work. It's a known-good set of RCA cables so I wouldn't immediately blame the cables. Are there any settings on Windows that will help get the video working?
