Question / Help Can only stream at 5fps, please help.

OBS only using 14.5% of CPU but will only stream at 5fps ( set to stream at 30 )
I have decent specs
I7-7700 @ 3.60 GHz (4 core)
16GB RAM
NVIDIA GeForce GTX 1060 3GB
(That's what I know off the top of my head, ask for more and I can look)
