Can my computer handle streaming and playing newer games? Thanks in advance for help!!

Hey! I have an NVIDIA Geforce 3070, Ryzen 5 5500 Processor, Rog Strix Gaming WIFI II motherboard setup with a good power supply.
I bought FFVII Remake Intergrade on Steam and I've been trying to stream it, and even record it. In OBS the preview looks great, the moment I start streaming (or recording, even) the preview looks sluggish, choppy, and crappy. I should note that my PC runs Resident Evil 2 Remake and FFVII Remake very well and no complaints about that!

(before you read all this, I understand its very likely I need better hardware. I can stream Resident Evil 1996 ROM easily...RE4 remake probably not.)

What I've tried:
-Ethernet connection (My upload is around 39 mgps)
-Experimenting with OBS video settings (Canvas is 1080, output has either been 1080 or 720, neither work well except 720 atleast kind of worked)
-Bitrates (this is pretty confusing to me. Basically for 720 i shoot for 2500-4500 and 1080 I do 5000-8000. No good results.
-Tweaking encoder settings. So interestingly, despite everyone strongly recommending HVENC 264, this gives the worst results so far. I actually had the most success with software x264. I assumed this was because my GPU is always at 100% utilization. Still, the success wasn't permanent obviously.
-Encoder presets: Ive messed with these so much that I honestly don't know anymore haha! I tried the better ones but got the encoder overload message at the bottom of OBS.
-random settings suggestions from youtubers. None really helped.
I don't want to nerf in game settings really. Cause what the hecks the point! I have FFVII remake on my ps5 I could stream it there but I want to enjoy the magic of RTX 3070.
-Frame rates... yes I tried 120 FPS but it looks so sick when I play but probably not compatible for my build.
-Finally, a dual-pc setup using my main PC for gaming, elgato capture HD60x and my HP Envy x360 laptop for streaming. I might try this again but I think it was still lagging.

Anyways. I think the obvious answer is I need better hardware, but I don't even know what that means like what exactly needs to be switched (my friend built it for me, I just bought it). Any thoughts from you guys? Literally anything helps cause Im not tech savvy except for like what Ive said above. Thanks so much for reading!
