OBS doesn't run on an iPad, if that's what you're asking. Most mobile systems are far too slow to handle live video production, so there just isn't a version that runs there, nor are there plans for one.
And it's massive overkill anyway, to run a real-time HD video processing tool, just for a PTZ control plugin that hardly takes any effort at all to run. If that's all you want, look for a standalone PTZ controller. Those do exist for mobile systems.
