i5-7500 and GTX 1050TI is good enough to do 720@30FPS and maybe even 720@60FPS.
You need to figure out the settings yourself. Noone can answer that with certainty as everyone's system is different along with network, upload speed, etc. There are a lot of factors that come into play.
To get an idea of what you can do sign up on YouTube and then do a test stream In OBS Studio you can do this by going to Tools | AutoConfig Wizard.

yeah you can try Nvenc, x264 is probably too much for game and stream for this cpu
