OBS Studio keeps giving me the encoding overload message, even though I only have OBS Studio open. I'm trying to record my PS3 with my Elgato game capture card.

My specs - To be honest, I don't know what else to add.
CPU - AMD FX(TM)6300 Six Core Processor
GPU - AMD Radeon R9 200 Series
16 GB of RAM
Using Windows 10

Do I also use the same settings for streaming?

Also kinda off topic, whenever I close OBS a crash window pops up. It's not a huge complaint but I want to know what does that mean? Thanks!

From experience based on an older AMD FX 8320, the answer is no. The quality will not look good on FX 8000 series so I'd imagine its even worse on FX 6000 series..
You should be able to do 720@30FPS, perhaps even 720@60FPS.
