Can i get Tipps for the Settings or its not possibel to stream and Play games with this spec ?

You can.
Just install OBS and let the auto-config wizard run (or run it from the Tools menu). Getting good baseline settings is literally why it exists.

With that said, that is an 8 generation old CPU. And though you'll be able to do encode offload to the GPU, there is still plenty that will be CPU constrained. So, being realistic means understanding CPU impact of your real-time video encoding settings/choices. I'd recommend researching configuring both your Operating System and OBS for an under-powered system. I suspect you've already done a fair amount at the OS level.
Ymmv, but don't expect to get carried away with chromakeying, fancy audio and video filters/effects, etc. keep it simple to start and good luck
