Question / Help Can anyone explain this to me?

I've tried to stream multiple times now over the past month. Sometimes I can go 4 hours of no dropped frames and other times its like 65% dropped frames.
I ran the twitch bandwidth test.. (Live in New York btw not sure how my quality to west coast servers is apparently better)

Also speedtest.net I did twice. One yesterday at midnight

First thing that jumps out is the upload speed. Why would this be happening?
