Your graphics card (NVIDIA GeForce GT 710) doesn't seem to support one of the options you have chosen in the encoding settings, including this setting: NV_ENC_TWO_PASS_FULL_RESOLUTION.
As I don't have an NVidia card at hand, I can't guide you on how to set this parameter, but you should look at this level (with regard to your log):
multipass: qres
The multipass option came with version 28.1
Disable the multipass option and try again.
