Camera Delay With Latest OBS Beta?

Every time I start up OBS (30.2.0-beta4) my camera is on a delay. Nothing else. I get a full second of delay between when I move on camera and when it shows the movement in preview and on stream. Only fix I have found so far is to deactivate and then activate the camera.

Anyone else having this problem and/or have a solution? Thanks. :)

PS: Camera is Elgato Facecam

Am facing kinda the same issue with my Facecam Pro but only when I stream in 4K. Have not found a solution yet....
