I loaded reagate (Reaper VST plugin) and could only see a small piece of the window, like this:
I was suggested to change screen scaling to 100%, but it already was. However, it seems like there was yet another issue as the actual scaling factor was being taken from the MAIN SCREEN, even though this was on the secondary one. Changing scaling settings on the main screen seemed to fix the problem temporarily, as you can see here:
While this is not a very pressing matter, I believe it's worth tracking this bug and, hopefully, should be fixed at some point. The window must be drawn properly regardless of system configuration settings.
For the record, EqualizerAPO draws the window correctly and disregards any scaling settings. However, that application doesn't integrate itself with whatever audio tech it uses so you can't see audio previews, which leads me to think they may have supported these plugins in a very different way.
Either way, I hope this finds you well, and the actual solution is much simpler than I think it is.
