Bug Report BrowserSource plays sound when not in scene

During my stream intros and outros, I play music, and don't have my follower alert showing. It's odd to have the follower alert sound go off without the accompanying text.

Steps to reproduce:

1. Go to streamlabs.com and create a Twitch follower alert.
2. Create a scene with a BrowserSource pointing at your follower alert
3. Cerate a second scene without the BrowserSource
4. Preview the scene without the BrowserSource
5. Hit the Test Follow Alert button in StreamLabs

What happens:

OBS Studio plays the sound of the follower alert.

What should happen:

OBS Studio shouldn't play any sound.

Sources are global in obs studio, so if you don't tell the browser source to shutdown when it's not active, you will hear the sounds.
