PLEASE HELP! So I've been streaming for quite some time and never ran into any problems. It wasn't until I wiped everything off my desktop that I developed this issue. When I stream anything, the screen stutters. I've tried changing all the settings like fps, resolution, bitrates, etc. I used to be able to run like 3500 bitrate but now it won't allow me to bypass 500 without the stuttering and buffering.... it's most likely a computer issue with a file missing or something, I don't know.
