Brief episodes of audio/visual lag when streaming on a new computer

I have a new gaming computer that I'm trying to stream games off of, but for the past two streams, there have been instances where the computer lags, causing the screen to freeze and the sound to go BRRRR! for a second. Neither game I tried to stream should be too heavy on my computer: one was a console game streamed with a capture card, and the other was a decades-old DOOM Legacy mod. The same thing also happens when I'm not streaming, but OBS is open.

Carefully read and follow directions and recommendations on the Analyzer.
After completing it, test again.

HAGS might've been the culprit all along. I disabled it and did another brief test stream, and I didn't have the same issues. I have another stream lined up for tomorrow, so that will be the true test, but I now have every reason to be optimistic for my next stream.
