Question / Help Blurry

Hi I recently started using OBS Studio for recording videos to go on you tube. However when i record CSGO when someone is zoomed into a scope everything goes blurry. I dont have clue why. I have used crazy high bitrate and the recommended bit rate for 1080p 60FPS. Normally it starts to show blurry lines when either a flash goes off or someone is walking around whilst scoped in.

PC Specs
AMD a8-7650k Radeon R7, 10 Compute Cores 4C+6G 3.30GHz9 (I think it is overclocked to 4GHz)
Ram 16GB
Radeon R7 360 GPU 2gb Ram in the gpu.

You can't just set your OBS to a high bitrate and expect it to record without any artefacts. If you are doing local recording, you are gonna need to set it up specifically for that. I have set mine up for near lossless quality, so you can just copy my settings and it should in theory work fine. You can make some adjustments though, like up the encoding presets so they generate smaller files, since your PC is quite a bit better than mine(sporting an i5-3570 and a Radeon HD 7850 here).

(make sure to switch between the Simple and Advanced set up options in the Output category, as for me personally it continued to be pixelated and blurry even with all of the advanced settigns set up like this. Also the streaming tab settings are probably useless since OBS is set up to ignore them, but I included it anyway just in case)
