Blurry webcam and game

when there's movement on screen my web cam and game get more pixelated its not to the point where its unwatchable but just annoying considering my bitrate is just fine its very consistent high 5000 to 6000 my cpu usage isn't that high either. I have a ryzen 5 2600 Gtx 1650 and 16 gbs of ram

Please restart OBS and perform a test stream/recording of at least 30 seconds doing as you normally do, including playing games, full camera or whatever you normally do.
Now look inside Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to start troubleshooting common issues.

See what the Analyzer thinks about your log:

Furthermore, one of your monitors is set to 144hz, the other one (external) to 60hz.
Set the first monitor to a common multiplier of 60, e.g. 120hz. There has to be an fractional common base between monitor refresh, readout and encoding fps.

Not to mention the hints regarding multiple capture instances...
Follow the common tips to step back one step from "Max. Quality" setting and disable "Psycho Visual Tuning"

To summarize: For alot of movement (fast game play aso.) 6000kbps isn't that much. If your connection and your computer are capable to handle, try 8000..12000 CBR and see if that works better for your purposes.
