I’ve been trying to fix my blurry stream for the past month and I can’t find a solution. I use a dual pic setup with a elgato hd60, and I’ve tried changing bitrates, cpu speed, and different encoders and nothing is working, anyone have any solutions for me?

Upscaling seems to be the cause

13:54:51.764: video settings reset:
13:54:51.764: base resolution: 1360x768
13:54:51.764: output resolution: 1920x1080
Lools like you are upscaling HD to full HD

Set the base resolution in OBS at 1920x1080, and output resolution to 1920x1080, or 1280x720.
It might still be an issue, seeing you have a main monitor at 1360x768, which your game will run at, and therefore you'll have to upscale it.
Best solution to get the desired resolution is to grab a 1080p monitor, so you record at native resolution.

I’m using a 1080 monitor to record then I use a Elgato to transfer the game over to my other pc which records and uses the 1360x780 monitor, so do you mean I need to get a 1080p monitor for my streaming pc?

You transfer 1080p to the capture card. Then transfer that 1080p signal back to the monitor at 768p. Am I correct?
If that is the case, the video shouldn't be blurry as per say, besides from the scaling from 1080 to 768.

The size of the monitor on your stream pc makes no difference because you are not capturing it, the size of the source it is receiving is what matters.

Your gaming PC is 1080p, your Elgato is 1080p

So on your Stream PC

Set your Base and Output Resolution to 1920x1080
Add your Video Capture Device, set it to 1920x1080

I think, honestly, scaling the output down to 720p60, or even 1600x900 60fps will make it look better. 1080p60 has a tendency to get blocking artifacts in fast moving scenes, at less than 7-10000kbps, which twitch doesn't allow.
