Question / Help Blurry Stream on some Games - VOD included - i7-7700K, 1080TI, 16GB 3200MHz,

PC Specs are listed in title, but feel free to ask if you'd like more info.
I stream at 30FPS downscaled to 1080p (playing on 1440p). Bitrate is at 3500.
My internet upload is 65Mbps+Down and 8Mbps+Up
While playing some games like GTA5 or Skyrim the stream looks very blurry, almost unwatchable to me...
When I play games like Diablo 3 it doesnt look nearly as bad. Links below.

I'm not able to post my full settings, I'm on my phone atm. I can once I get home, just curious if there's no real way around the issue, or maybe I'm missing something simple. I see a lot of streamers with crystal clear streams at like 60FPS, while I'm struggling with 1080p at 30.

Is there anyone who could maybe break down what I might be missing. More than willing to chat with you guys, I appreciate it and everything you guys do to help folks around here. Thanks!

Nowhere close to enough bitrate for 1080p30, anyone doing crystal clear 1080p60 is pushing 6K+, using a stream PC with a lot of cores and x264 Slow CPU preset

Damn really? I read somewhere that if you are not partnered then anything over 3500 Bitrate just gets set back to 3500. Is the true?? What would you recommend my bitrate be?

That is incorrect info, you can push 6000 as a non-partner but because you don't have guaranteed transcoding everyone will be forced to watch you at Source - 1080p30 6000Kbps

Anyone saying that may have been using an older version of OBS, before the bitrate limits were updated with "Enforce Streaming Service requirements"

Gotcha, I appreciate it Dedrick! I'll set my Encoding a lot higher to see if I notice an improvement.
