Start by changing that to 709/Partial.

For 1080p60, 6000 is median, not high. Pixellation will occur under fast motion.

For instance, note that Twitch suggests 6000 for 1080p60 *but also* suggests 6000 for 900p.

So if you can't or won't go higher than 6000, you might consider scaling down to 900p.

Hey so i just tried streaming the 900p @6k bitrate and IMO it still looks very blurry and im not sure why ive honestly got all the settings cranked up and i have 60upload so i can easily do it without dropped frames.. https://clips.twitch.tv/GrotesqueHilariousManateeDogFace i just want it to look better but its weird when im using the max bitrate twitch allows and it looks like a 360p video.. thanks for any help/information :D

Twitch has a lower max bitrate allowed for non-affiliates and non-partners.

Even without being partner or affiliate, you can go higher (I do 8000) but you aren't guaranteed transcoding, so viewers who can't handle the source quality won't get anything. If you have enough viewers, though, you may get transcoding.

YouTube does not have a bitrate limit, you can pretty much send them whatever you can sustain in terms of bitrate.
