Blurry recording

I have the like best settings you could use. I use hvenc with cqp and ive been trying 18 and 15, that doesnt change it. ive tried changing the keyframe interval, look ahead. ive been trying to change the recording format to flv and it still looks bad. my output is 1080p with lanczos and everything is basically max. I don't know what to do and why it looks like everything is 460p. please help lol

Download codec AAC, link: Apple codec
- No install !, extract with Winrar to any folder.
- Inside folder, install only AppleApplicationSupport64
- Reboot PC

OBS settings to local recording with NVENC (new) encoder:

Rescale: uncheck
Rate control: CQP
CQ Level: 20
Keyframe: 0
Preset: Quality
Profile: high

Audio:
Sample Rate: 48 kHz

Video:
Base (canvas): Your monitor resolution
Output: Your output resolution
Downscale: Bicubic
Common FPS: 60

You need to do more.

When you're recording, limit your In Game & Monitor to 120 FPS. 144 will cause stuttering.

Fix this, create more Scenes. (1) Game Capture or Monitor Capture per Scene.

I didn't see an attempt to record HEVC, are you using FFMPEG? Settings?
