Bug Report Blurry Horizontal Sections of Video When Recording

OS: Windows 10
CPU: i5-3550 (Ivy Bridge)

OBS: 0.13.1
Encoder: AMD Video Coding Engine H.264
Bitrate: 10,000 CBR

Most of what I record is perfectly okay, but there are often one or more sections of the video where these horizontal blurry lines are. Any ideas how to fix this? Thanks.

Bump. Anyone have any thoughts on this? Could it be a defect in my graphics card? I had some good fights recently which got ruined by this :(

Probably thats because you didnt have activate vsync. If you mean the blurry line in the top middle of the stream.
