Question / Help Blurry GTA when moving

So I have 20 down and 7 up. I have a rtx2060, 32gbs of ram, i7-9700k, Asus z390 motherboard, I could possibly have the saved data for GTA on a different hard drive than the obs. But I have checked firewall issues. Noise level from the 5Ghz radio. I run from my radio to a micro-pop or another radio which then goes to the back haul. All lines are 5ghz. I have a 3ms ping time from the fiber line. I have done everything from x264 settings to nvenc new with the encoders shut off. I have ran absolutely everything I possibly could and still struggle. After hours of testing with my internet provider and hundreds of dollars wasted my last turn is to OBS. I can stream Elite Dangerous just fine and other games. But not GTA. I will provide links. Your log doesn't show any outputs, you need to include a log where you attempted to stream.

Here is 6. Idk how to check and see if they have streams on them. This one shows stalls in Bandwidth.

You need a lot more than 3500 kbps for high motion games like GTA, and especially more for YouTube since they re-encode everything. Set your bitrate to as high as your connection will allow.

I've tried up to 6000 bitrate and still no change . With internet provider I tried 10000 Bitrate. Does Twitch re-encode?

I've tried turning off my firewall and I've tried switching to 5g wireless on the pc as well and that didn't help.
