Question / Help Blurry Fuzzy Stream

I tried to stream 1080p6fps with 3500 bitrate but it came out blurry/fuzzy when I made any alot of movements in-game. I have GTX 970 and AMD A10-5700. I do have a bottleneck CPU but I don't think that's the problem. Please help me

1920x1080 60 fps needs more bitrate. Use 30 fps.

Ok so all I need is a higher bitrate? I can do up to 5000. I will post the result after.
