Blurry / Fuzzy quality, tried literally, EVERYTHING

Heyo.
I've downloaded OBS for awhile now, i've tried unninstalling, reinstalling, resetting my settings, following youtube guides, reading forums. I've done literally everything. However, everytime i record the quality of the video dies. It's okay when i'm not moving. When i do move however, it gets really blurry.

That was done with CBR with 60k bitrate.
Also tried CQP (14) even at 1 min video being like 2.4GB the quality is still bad.

It's not obs, but youtube.
It re-compresses your video or broadcast in many different ways. All you have to do is record or render video in 2K resolution.

base resolution: 1920x1080
output resolution: 1920x1080 ---> 2560x1440
downscale filter: Bicubic
fps: 120/1 ---> If you do not need it for specific tasks, then use 60 fps
format: NV12
YUV mode: Rec. 709/Partial
