Blurry facecam/gameplay when moving

My stream looks clear until I make any movement, then it all of a sudden my gameplay and facecam becomes blurry/pixelated.
I’ve changed the bitrate to every number I’ve been recommended.
I’ve tried using both X264 and AMDs H264 encoder and both are blurry.

PC:

• AMD Ryzen 5 3600 - processor
• RX 570 4GB NITRO - GPU
• GIGABYTE B450 AORUS PRO - motherboard
• TOSHIBA 1TB - HDD
• 2X8GB 3200MHZ DDR4

Internet connection (cable):

This is normal when using low bitrates, low quality encoders and YouTube.
