Blurry during movement?

Keep seeing this when I watch the stream/watch it back on the VOD.

Specs:
Intel Core i7 4770 @ 3.40GHz
12.0GB Dual-Channel DDR3 @ 798MHz
4095MB NVIDIA GeForce GTX 970
Upload Speed: 5.3/6 Mbps

OBS:
NVENC
CBR
Bitrate 4500
Keyframe 2
Present Quality
Profile High
Psycho visual tuning checked
GPU 0
Max B-frames 2
Audio - 44.1 Stereo
Base Canvas 1080p - output 1280x720, filter Lanczos, 60fps
Advance: Process above normal, colour format NV12, color space 709, Color range full, enable browser source hardware acceleration checked.

However I didn't get any of these issues while playing a smaller game Hollow Knight (video also on the page)

Lots of high motion like that with low bitrate and previous-gen NVENC isn't going to look great. Your upload speed (bitrate) and old GPU are the limiting factors.

Should I switch to x264 till I can upgrade my card? As the upload speed being around 5.5/6Mbps is sadly the fastest in my area currently

x264 will be marginally better, but will still struggle with that kind of content. Foliage in particular is very difficult to encode.

So maybe stick with what I'm using as it will only be marginally better and get around to upgrading my card?

Yeah, the higher CPU from x264 will likely impact your game performance on that CPU.

What card would you recommend I upgrade to for good performance with the NVENC? Not really an OBS question I know but if you have any ideas that would be very helpful!

A GTX 1650 SUPER provides the best value for NVENC, and is slightly faster than your current 970 for gaming. For more value overall, you may want top consider a 2060 or similar so you get a big upgrade for gaming too.
