Question / Help Blurry cs go stream | changing to 1860x890 (?)

Hi All,
I am struggling with my stream being blurry, and quite pixelated. I've tweaked everything to the best of my knowledge - but haven't quite nailed down the right settings yet. I'm posting a VOD and LOG - and I'd like for someone who can understand that stuff to tell me if there are any red flags for hangups or bottlenecks. Also, if you have any suggestions, I'm open to advice.

Here's VOD and LOG from my latest experiment (1860x891 , cpu preset: faster | ingame fps is borderline, but I feel like this looks as good as I've gotten it)

I really am striving for much less blur on my crosshair (and everywhere when moving) and just overall better visibility for viewers.
Another thing I should mention is that I have the new Benq 240hz monitor, so- Im (as I understand it) needing to keep framerates AT LEAST that high.

CPU:
I7 6700k (OC'd - 4.2GHz @ 1.265 V)
GPU: EVGA GTX 970 SSC ACX 2.0+ GDDR 5 (memory size 4096, core clock: 1189 Mem Clock: 3505)
MOBO: ASROCK z170 Extreme4
Ram: Corsair Vengeance LPX 16gb 3200 Mhz (I believe I have them OC'd running at the full 3200)
Cooling: nzxt kraken x61
Storage: samsung SSD , WD 2tb hard drive

My issue is that there are so many variables within the settings that I'm not sure which ones are best. I've tried all sorts of combinations of:
output resolution scaling: 1920x1080 w/ 3200BR, 3100BR, (etc.), lanczos, Bicubic, bilinear, 48 fps, 60 fps, CPU preset: fast, faster, veryfast, etc.
1080x720 w/ " " " " " (all of the above)

tldr: I'm trying to find whats best for me, and also ensure that I haven't caused any sort of issues just by trying so many different options. Hopefully the logs help.

Bump, Please help! I am on standby for dialogue and (relatively) competent in this sort of thing. Would love to work with someone on this.
