Blurry camera during stream doesn't make sense (detailed post)

I've been struggling with an issue where anytime I move around in the game my stream get slightly blurry, but my camera gets extremely blurry.

I tried going to discord first but couldn't get anyone to respond to me after spending half the day in there asking my question every few hours.

My base canvas is 1440p. I have tried downscaling to 720p 60fps & 30 fps.
I have tried bitrates between 2500 - 6000.
I have tried varying combinations of Look Ahead & Visual Tuning being on/off.
I tried NVENC new & normal as well as x264.
I have changed the profile between every setting.
I tried 1080p 30fps & 720p 30fps resolution on my camera.

Eventually I tried they automatic setup wizard which was interesting.
It recommended streaming at 1080p 60fps NVENC new 10000 bit rate high quality profile.

I let it change all my settings and it worked almost perfectly as far as quality was concerned (I was test streaming to YouTube on private mode).
My only issue is, Twitch limits bit rate to 6000 for non-partners. I don't know what streaming to it at 10k will do. I feel like it will trash the quality.

I tried lowering the bit rate to 6k, it was blurry.
I left it at 6k and changed from 1080p to 720p, it got worse.
I changed from 60fps to 30fps, got very slightly better. Maybe.

I can not figure out for the life of me why this is happening.

GPU: 2080ti Founder's
RAM: 32GB

Download: 500 Mbps
Upload: 25 Mbps

Camera: Logitech C920

Did you tried disabling streamFX?
Create a new scene collection and add everything you use but do not add any filter. Test it.

I'm not using any of the FX filters or anything. I was planning on trying stuff with it in the future. Would just having it installed be the issue? I remember I had it installed in the past, but I didn't have it installed anymore. I can't remember why I uninstalled it, could have been for something like this maybe. Idk though.
