Question / Help Blurring image while action

Hello, I'm having a problem, I'm trying to record game(fortnite) and at 60 fps, 1920x1080 and the image is great when i'm standing still but it's getting blurred out while i'm moving. I have no idea what to do know. While im looking at my recording on obs while playing the image is looking great but when im playing it in vlc media player later it's looking blurred out while action and moving.
I'm using
i7-6700k
GTX 1060
(not sure if that will help but I'm posting it just in case)
